21日の東京株式市場で日経平均株価は続伸した。終値は前日比137円61銭（0.61％）高の２万2693円04銭だった。21日のアジアの株式相場が弱含むなか、米株価指数先物が同日の時間外取引で上昇した。先進国株に対する強気な見方につながり、損失回避の目的で株価指数先物を売っていた投資家が買い戻しに動いた。外国為替市場で円相場が１ドル＝110円台後半まで下落したのも追い風だった。３月期決算企業の配当金を受け取った投資家が再投資に動いたとの見方もあった。
一部の大型株、ファーストリテイリングやソフトバンクグループなど値がさ株の上昇が目立った。を中心に資金が流入し、東証１部の値上がり銘柄数は713と、全体の約34％にとどまった。値下がりは1303、変わらずは75銘柄だった。
一方で東証株価指数（ＴＯＰＩＸ）は反落し、前日比2.12ポイント（0.12％）安い1750.63で終えた。時価総額の大きい三菱ＵＦＪフィナンシャル・グループなど銀行株が大幅安だったのがＴＯＰＩＸを押し下げた。日経平均をＴＯＰＩＸで割って求める「ＮＴ倍率」は12.9倍と高水準だった。市場では「日経平均がＴＯＰＩＸに比べて割高と判断し日経平均先物を売ってＴＯＰＩＸ先物を買ったヘッジファンドが損失を確定する目的で反対売買に動いた」（国内銀行の株式担当者）との声が聞かれた。
ＪＰＸ日経インデックス400は反落した。終値は前日比12.76ポイント（0.08％）安の１万5511.41だった。
東証１部の売買代金は概算で２兆5002億円。売買高は14億251万株だった。
第一三共が年初来高値を連日で更新した。武田やダイキン工業、ＳＭＣの上昇も目立った。一方、テルモや日東電工、大日本住友製薬が下落した。コンコルディア・フィナンシャルグループや静岡銀行も売られた。
21日の新興企業向け株式市場で、日経ジャスダック平均株価は続伸した。終値は前日比16円85銭（0.43％）高い3937円68銭だった。米中貿易摩擦の先行き不透明感がくすぶる中、内需関連の多い新興企業株に投資資金が向かった。19日に東証マザーズに上場したメルカリをはじめ新規株式公開（ＩＰＯ）の好調が続いており、懐の潤った投資家が既存上場銘柄に買いを入れたとの見方もある。
ジャスダック市場の売買代金は概算で765億円、売買高は２億4659万株だった。アミューズメント施設運営のＫｅｙＨｏｌｄｅｒやテリロジー、ハーモニック・ドライブ・システムズが上昇した。マクドナルドやビジョナリー、商品先物大手の岡藤ホールディングスは下落した。
21日にジャスダックに上場したＳＩＧは大引け間際に寄りつき、初値は公開価格の約2.3倍の4665円だった。その後も買われ、終値は4820円だった。
東証マザーズ指数も続伸した。終値は前日比11.46ポイント（1.03％）高い1124.84だった。駅探が高く、東証１部への市場変更が決まった検索サイト運営のじげん、ＡＬＢＥＲＴも上昇した。メルカリやネットサービスのＵＮＩＴＥＤ、ミクシィが下落した。
